Conservative government offered some stability to a society unsettled by the transition from traditional to modern values. Thus, Republican administrations found popular support for a government that made few demands and tried to cooperate with businesses, rather than challenge them and regulate the economy. This is reflected in the low tax, high tariff policies of the government and in Herbert Hoover’s efforts on behalf of a government-business cooperative partnership.
