In Bismarck’s time, he (as chancellor, or head of government) reported to the monarch, or kaiser. Bismarck died before WWI but the form of government persisted until the postwar changes. During the 1920s until the mid-1930s Germany had a president as well as a chancellor. Hitler was chancellor when the president died and at that time Hitler eliminated the position of president by combining the offices of chancellor and president. So, Bismarck didn’t have to contend with a president or prime minister because in his time those offices did not exist in Germany.
